# What Nobody Tells You About Using Your VA Loan in Florida


The Benefit He'd Never Actually Used

Chief Petty Officer Marcus Webb had been in the Navy for nineteen years when the orders came through: shore duty at Naval Station Mayport. Jacksonville. Home, more or less β€” he'd done a tour there in 2008, knew the layout of the base, knew which exits off I-295 to avoid at 1700.

What he didn't know was how to use the benefit he'd been earning since age eighteen.

He'd heard "VA loan" a hundred times in his career. Knew it was something. Knew other guys had used it. But in nineteen years of moves β€” Pensacola, Norfolk, Bremerton, Bahrain, back to Norfolk β€” he'd always rented, always moved again before it made sense to plant anything permanent. Now he had a two-year shore tour guaranteed, a daughter starting high school in the fall, and a wife who had followed him across four time zones without complaint and was gently, clearly, done renting.

Marcus sat down in a bank office near the Regency area and asked his first VA loan question. The loan officer looked at him and said: "You've got full entitlement. You can buy with zero down."

He thought he'd misheard. He hadn't.


The VA Loan Benefit: What It Actually Is

The VA home loan benefit is one of the most significant β€” and most underused β€” financial tools available to eligible veterans, active-duty service members, and surviving spouses. It exists because of your service. It is not charity. It is not means-tested. It is earned.

The core elements:

No down payment required. Eligible borrowers with full VA entitlement can purchase a home with 0% down β€” no minimum purchase price, no cap in most cases since the 2020 Blue Water Navy Act eliminated county loan limits for those with full entitlement.

No private mortgage insurance. Conventional loans and FHA loans carry insurance products (PMI or MIP) when down payments fall below certain thresholds. VA loans have no such requirement β€” not at 0% down, not at 5%, not at any level.

VA Funding Fee. This is the trade-off. Most VA borrowers pay a one-time funding fee that goes back to the VA to sustain the program for future veterans. The fee varies based on down payment, loan type, and whether it's a first or subsequent use. It can be financed into the loan. Certain veterans β€” including those with qualifying service-connected disabilities β€” are exempt entirely.

None of this is complicated once you see the whole picture. But almost nobody hands you the whole picture unprompted.


The Florida-Specific Things Marcus Didn't Expect

Florida has nuances for VA buyers that aren't obvious from the federal program description alone. A few that showed up in Marcus's process:

Condo eligibility. VA loans require that condo projects be on the VA-approved list β€” separate from the FHA-approved list, with different requirements. In Jacksonville's market, plenty of condo buildings are approved. Plenty aren't. If you're considering a condo, verify approval status before you fall in love with a unit. Existing approval can sometimes be pursued, but it adds time and isn't guaranteed.

The appraisal β€” and what it's actually measuring. VA appraisals are performed by VA-assigned appraisers and include a minimum property requirements review alongside market value. In Florida, that includes checking for active termite damage in certain cases, functional plumbing, safe electrical systems, and adequate roof condition. In a state where deferred maintenance is common in older housing stock, buyers sometimes encounter surprises here. It's not a home inspection β€” you should still get an independent inspection β€” but the VA appraisal does have teeth.

Flood zone considerations. In Jacksonville and throughout much of coastal and low-lying Florida, flood zone status can affect insurance costs significantly. Flood insurance is separate from homeowner's insurance, and in certain FEMA designations it's required and can be substantial. This is a line item worth understanding before you make an offer, not after.

Property taxes and the homestead exemption. Florida offers a homestead exemption that reduces assessed value for property tax purposes β€” available to primary residence owners who establish residency. The exemption isn't automatic on closing day; it requires an application filed by March 1 of the following year. First-time Florida buyers frequently miss the first window. Set a calendar reminder.


Entitlement, Restoration, and the Second-Use Question

Marcus had full entitlement β€” meaning no prior VA loan was active and he'd never had a foreclosure on a VA loan. That's the simplest case.

But plenty of veterans have used VA loans before and want to use them again. This is possible. VA entitlement can be restored when a prior VA loan is paid off and the property sold β€” or in some cases, refinanced. There's also a concept of bonus entitlement (sometimes called "second-tier" entitlement) that allows a second simultaneous VA loan under certain circumstances.

This is where the paperwork gets real. Certificate of Eligibility, DD-214, entitlement calculations β€” the mechanics exist, they work, but they require a lender who actually knows the VA system rather than one who treats it like a niche product.

Jacksonville is a military town. There are lenders here who understand VA loans the way they understand the base exchange β€” intuitively, fluently, without having to look anything up. Find one.


The Sunday He Walked Through the House

Marcus found a four-bedroom in the Lakewood area of Jacksonville β€” 1,890 square feet, a screened lanai, a backyard big enough for his daughter's dog to believe it was in the country. He put 0% down.

He'd earned that. All of it.
